Texas voters were not directly "harmed" by the bad actions of certain other states; and, SCOTUS is loathe to try and control the states' selections of Electors without damned good reason.

The Supremes may have been concerned about the broader problem. Any decision wouldn't just have applied to elections. When you open the door to states complaining about harm being done to them by other states, some blue state will undoubtedly drive a truck through it, probably in the name of climate change.
