I think the poster wants to know what is being called a case in the news cycle reporting or statewide reporting.
It might be more accurate to speak of positivity rate, death rate and confirmed cases. Unfortunately all of the above have been confounded by junk data, so there are virtually no stats that are definitive within a reasonable level of certainty.
