Yes, of course that was the plan. And Trump fell for it hook, line, and sinker. He never should have started Operation Warp Speed. And please don’t suggest that he was in on it. That would be a ridiculous conspiracy theory.

Yes. He fell for it. A lot of good people did. Besides the pressure coming from everywhere, he was presented with a high stakes proposition with a huge downside if it was as described and he didn't act.
The bad guys found something big to exploit that was completely outside the president's range of experience and developed strengths.

Maybe he fell for it and maybe he didn't. Trump is a political gamer, a chess player, if you will. Somebody like me as president would have said, from the beginning, "This is all a bunch of BS and I refuse to take any serious actions!" and then, consequently, the forces of leftism would have used the media and the medical industry (which they own) to convince the world there WAS a real plague and people were dying, and would have made me look like an incompetent crazy boob, thus rendering me powerless going forward. That's why I' not a politican, and I'm not president.
Trump, on the other hand, knows how to navigate these waters. So he goes along with what he must, with a plan to win in the end.
And, as I recall, Trump was saying things along the lines of "thie virus isn't that big a deal" in the beginning.
