I believe Trump’s case presented by Rudy Guliani (in PA as I recall) specifically began, “this is not a fraud case” - just to eliminate such determination(s) and place it squarely in the realm of consistent application of established legal election law.

Any state where the State Legislature or State Constitution were bypassed with “ Emergency” type covid changes by Executive Branch alone. I.E. Gov, SOS, AG, Election Commission etc., without such actions being properly passed through the Legislatures of the states involved.
In PA, Election Law is codified within their State Constitution so leg cannot change the rules without Constitutional Amendment is my understanding of the situation. Other states Overreached Authority of the Leg in a Federal Election. Not Proper Form.
