I suspect that sometimes President Trump doesn't issue a presidential order because he has suspicions based on inside information
that the Deep State bureaucracy will refuse to carry out his order.
Some could openly state their defiance, others may not be so overt but will go slow and/or only comply partially.
Remember - that has already happened with his efforts to de-classify some information.
