No it’s not rubbish. It’s the whole point. Parks is suggesting that there will be a bipartisan effort in Trump’s next term to examine what if any changes should be made to the Constitution in order to make it more robust (i.e. prevent what happened from happening in the future). There is going to be a need to reform our institutions to such a degree that it will likely take longer than 4 years to accomplish. There may be a desire among the populace to have Trump preside over this process even if it should require a third term. Of course the Constitution would have to be changed, but that’s likely to happen anyway - term limits for starters.
