That’s a proposed judgment which is part of the brief. It doesn’t become a judgment until the judge’s signature is at the bottom.

I agree that without a signature it is questionable.

After a quick run through of the pdf of Powell’s filing document, I do not find the “proposed judgment”.

What page of the filing did you find the posted “proposed judgment”?

On page 5 of the PDF file appear the words, "The Court has reviewed the terms and conditions of this Emergent Injunctive Relief Order, and for good cause shown IT IS HEREBY ORDERED THAT:"

Everything that follows those words is the proposed judgment filed with the brief.
