Some ramblings of a mad irishman.
The U.S. Constitution empowers Congress to carry out the census in “such manner as they shall by Law direct”. Bureau of the Census is part of Commerce. So Congress farmed it out to the executive branch.
Regarding the selection of electors “Each State shall appoint, in such Manner as the Legislature thereof may direct”. Looks like the state legislature can also farm this out and that’s what PA did...farmed it out to the SOS - executive branch.
I wonder how many other states farmed it out....and to who(whom?)
Could they (Congress and the Census and State Legislatures and electors) farm it out to...China ?
