AFAIK ballot harvesting is legal in some states, under stringent conditions usually, but I have never read that it is legal to pay people to do it. Usually it’s things like taking ballots to mail for household members who are sick or elderly, etc. I’m sure the legalities run the gamut, but not paying people.
