Not his best achievement. It severely hurt Maryland. Actually, he “stole” the Browns by providing Modell with an extremely hugh sweetheart deal. Basically signed the states treasury over to Modell. But the vast majority of the Maryland idiotic voters never looked at that - as long as there was an NFL team back in Maryland. Breads and circuses.
