Only if they all vote the way you expect. There are also nine Senior Judges, (semi-retired judges), who could get to vote on a hearing en banc. All but two of those were appointed by Reagan or a Bush. I don't know how many of them would participate. That gets in to the internal workings of the court which are well obscured from public view.
