This has to be a two tiered approach ... Powell is working to cut the head of the snake off from the top. Rudy is working at the state level to amass as many witnesses as possible so that state level criminals are not overlooked.
The longer they stretch this out, the more people they catch. Obviously they can’t go too long of course :-). They can get anyone they missed during the mop up phase. However, it is best to get as many of these scumbags as early as possible.
