More to the point, Barr, Wray, etc.—and even the NSA—are still, four years in, not under supposed Trump control.
Even if he were that managerially incompetent, why would he not now put a loyal team in on even just an acting basis?
That he is doing nothing on that count makes it increasingly hard to believe that Trump himself is not controlled opposition at this point. The question them becomes whether he has been such all along—or at what point did he become so?

Speaking only from a point of theory. One of Trump’s greatest strengths is that he never held elective office, did not come up through the “ranks”, kiss ass, make sausages, etc. That is also one of his greatest weaknesses. Not that he doesn’t have great political instincts for one who never held political office, but he did not have the experience to see how things really operate, the inside deep politics, ... I am sure he had some good advisors, but with the size of the federal government he could have spent 4 years daily just working on each department and never got back to the 1st department. So the system has become one that is not destined to succeed with a change in the WH, and the bureaucrats that run them will pursue their own agenda even if against the POTUS as long as they can because they will always be there. Demonkkkraps have less of a problem here because most of the government is staffed in key positions by like-minded, arrogant, condescending leftists.
To the point about Barr, Wray, etc - yes, they are supposed to be under Trump’s control. I don’t know how often they meet, when, ... but it does seem odd. Holder and Lynch for example were very visible doing exactly what obozo wanted done, as if they were his personal lawyers. Trump’s AGs ... confirmation hearings were focused on getting them to say something to the effect that they would be independent of the POTUS. GOP members of Congress need to stop the crap about the gentleman across the aisle ... those people are trying to destroy them, and us. I hope they pummel and delay any appointment brought up by the kkkraps, using demokkkrap precedent.
