Provisional ballots are for those who went to the polls to vote and discovered that someone had already voted in their name...so they
were given provisional ballots,to vote.
There were 100,000 of these provisional ballots this year in PA! 4 times the amount in 2016.

The additional key about the provisional ballots is that it appears one of the frauds the RATs employed was to send in fraudulent absentee ballots in REP voter names; when they showed up they were told they’d already voted and would need to cast a provisional ballot instead. My guess is these were destined to Pelosi’s crematoriums until the scheme was picked up on and people began inquiring about provisional ballots at large throughout the election.
