This call was leaked right before the election. I am not sure it is the call that Sidney is talking about now but it does talk about sabotage.

The recordings overlap, so apparently they are from the same call. In the beginning of the second call, a woman specifically talks about insurrection, about getting guns, and about breaking into goverment buildings. Much of the rest of the call is about how the bureaucracy can grind the wheels of government to a halt.
