Tilden vs Hayes election is one where there wasn’t a new president till the day before the old president’s term ended.

Was there rampant fraud in that election (or any others like it), such that there was no house or Senate sufficient to follow normal constitutional processes?

The entire Tilden-Hayes mess in 1876 was fraudulent on both sides and was handled far outside the bounds of the Constitution by a corrupt Congress.
