Yes, that's why a sample hand count would find this. You put in 10 actual ballots - 5 for Trump, 5 for Biden. But the computer program shows 7 Biden, 3 Trump. Either way, 10 total ballots. You instantly know the software is manipulating the total.
Printing out the actual ballots scanned INTO the system & comparing to the count coming OUT of the system will show the problem. Maybe I'm oversimplifying it, but it seems logical to me. That's how we used to do audits. Put in a known variable, make sure the calculation generates a known answer coming out. Same as proving meters on an oil/gas distribution system.
You find problems with the sample & expand beyond the sample.
