It is customary for the lawyer to give the judge a proposed order Sometimes because they’re busy it will just be signed. Other times the judge might pick an chose and rewrite parts. Sometimes they just throw it out. It takes time to write orders and judges don’t like to do it so it can be a big help to judge particularly if he’s short staffed.
