Just guessing it has to do with state laws Judy. They have so long to certify and perhaps other laws I'm not familiar with.

I’ve seen these nursing home ballots first hand here in #PA17.
Handwriting is identical. Signatures appear to be forged. Hundreds if not thousands of votes in question.
