Just as a preamble, I *do not* know how Arizona’s legislature serves or meets.
However, here in TN we’re a part-time legislature. They are allowed by law to meet only a certain number of days per session (they serve 2 year terms). So their dates are pretty much set in stone (law). Any time there’s some extenuating circumstance that needs their attention, then the Governor has to call a ‘special session’. I think the length of the session is determined when it’s called but not sure. Ours had a special session back in August for 2 days to deal with coronavirus legislation.
