I think their statement could be true. Though, unfortunately, there is room for doubt in my mind.

Of course other things like outer envelopes of mail-in votes aren’t mentioned by them anyway.

I have a lot of doubt because there’s no possible way they can attest to the States having all of the ballots. It’s a disingenuous statement.
