How will they know which ballots they are if all mixed together with no envelope? Are ballots numbered as they are in NC? When we got our ballots the number was recorded by our signature on state record.

I think these must be Provisional ballots with envelope and data. If Voter shows up in ID State with no ID — is allowed to vote provisionally but has to show up by Nov 9 to prove ID. They do not show up — then ballot not counted. Usually last ones to be counted.
