My understanding is once they did that they will have made it impossible to do a recount, etc., and by so doing should lead to the entire PHI count being tossed.

Philadelphia has destroyed all ballot envelopes.
This will make identifying naked ballots and ballots arriving post election impossible. It will also make finding fraud in an audit very hard.
