California is the state they use to run up the popular vote with illegal an fraudulent voting. It is Dem controlled areas in a perpetually Dem state so they think they can just vote as many imaginary citizens as they need. An audit of all the votes in CA would likely show this, but that will not happen before the CW is decided.
The state of California was hostile to President Trump’s efforts to clean the system up a few years back and it went nowhere. Gosh, I wonder why?
