The author is talking about how the House of Representatives elects the President, if they must.
It’s true - when the House elects the President, each State gets one vote. Presumably, each State’s one vote would be decided by that State’s delegation, with majority deciding the vote.
In 2000, when that SHOULD have happened, there were 30 GOP delegations and 19 Democrat delegations, with one tie. So, the idea of Al Gore becoming President was always ridiculous.
BUT
For the House to elect the President, you have to have no candidate with 270 EV. That can happen in a multi-candidate race, or it can happen if Congress, meeting in Special Joint Session, refuses to accept one or more than one State’s Electors.
Unfortunately, in the Special Joint Session, there are 535 votes, each Representative and each Senator having one vote. States do not vote in the Special Joint Session, only individual Members and Senators. The chair breaks ties (Mike Pence, this year). The 2021 Special Joint Session will have a (very small) Democratic majority.
Fun fact: Georgia’s two Senate seats become vacant at midnight on January 3, 2021. The Special Joint Session is on January 4, 2021. The Georgia runoff isn’t until January 5, 2021.
