Forgot to add, maybe DHS produced and delivered the paper required to be used for ballots.
That sounds like a digital ballot, they probably did by touch screen and then generated
You then verify your choices on the touch screen. When you indicate that everything is correct, a printer attached to the touch screen prints the ballot. Each touch screen has its own printer.
You then verify the printed ballot before you feed it into the tabulation machine. You are the only person who ever touches your ballot.
Until the tabulator verifies the ballot, you have not voted. Once validated, it drops into a locked storage bin that can only be opened by the county Supervisor of Elections.
The only connection to the internet is the electronic screen that scans your SECURE Driver's License. It verifies that there are NO outstanding absentee ballots. If there are, you may not vote unless the system voids your absentee ballot.
