I think that link focuses on issue related concerns of Judicial branch. I'm guessing that restraint on an Executive Branch department, DOJ, being left in a 10 day holding pattern before engaging in investigation is a condition, prior to the juducial sequence. (And, If the 10 day thing is even true.) 😬
