Because it is a political slogan, not a statement.
And promoting that political slogan is against the law for the School District, though no one will actually be charged.

"Black lives matter" always gets capitalized these days.Technically, it should. When used to describe race, Black becomes a proper noun just like Latino or Asian, and unlike "black" the color of a crayon.
Problem is though, is the refusal to capitalize "White" for the same reason because, I dunno, White Supremacy or something...
