I think some people have forgotten the horrors of communism and some plan to be on the side delivering the horror.

Also figure in that history is no longer taught or is either downplayed or has been revised to the point it is unrecognizable to most folks. Therefore the young folks of today have no real knowledge of what Communism and its many horrors is or was about.
