Although Chattanooga is mostly D, Hamilton County is solid R. We have a little better control over the election process in Tennessee than in most states.
When I voted early, I had to show my state-issued ID (driver’s license), recite my address without looking at the ID, and sign the form to get my ballot. ID is required.
Hopefully, Trump has Hamilton County won easily.
Last time I voted here (Island, pop 3000) the poll worker said to me "Hi Chuck. How's [Mrs. C]? Can I see your ID?"

The issue is the statewide winner take all count.
Electoral votes should be allocated according to how the voters in each Congressional District vote, by Congressional District.
Large turnouts in urban areas, where fraud generally occurs, can wipe out the votes from other areas of a state.
If allocacted by Congressional District, the impact of voter fraud would be minimalized to just the district in which it occurs.
