There are dates in the constitution and other rules.
If you want to go to your grave happy that one State can decide the Presidential election with the action of a governor, SOS and a few city officials, then God bless you.

Turns out this is indeed an amicus brief, which doesn’t require the usual “standing”.
Thought maybe they were trying to make it a dispute between states so it could be taken immediately to the Supreme Court- but it’s already there.
I think the purpose is to show the federal nature of these issues. And of other issues with states doing their Constitutionally and legally assigned electoral job.
