The most important time for poll watchers to be in heavy Dem area precincts is at the end of the day as the polls close and the tallies are made. That is when election judges who are all Democrats, legally serving in Republican slots when no Republicans signed up, might cheat by voting for people from that precinct who never showed up. That can’t happen if there are Republican poll watchers there.

I am happy to hear that there are Republican poll watchers in Philadelphia at all.
