There were, and are, lots of “Epstein” style teams.
They work for themselves, or intelligence agencies, or the Mob, or the
cartels, or the derp state, etc.
They’ve been owning a great many of the world’s politicians for some time now.

What was unique about Epstein, though, was the money involved and the number of countries with LE and regulatory agencies that turned a blind eye for decades.
To my mind, that suggests one or more state actors.
