It is illegal, but we don’t know that the age is and it is quite possible the age of consent varies for province to province, or in Macao, HK or Shanghai. If this was setup by the ChiComs, you can almost guarantee that the ChiComs provided the children in a location where it is illegal. This is for blackmail purposes.
