I think that has been bantered about on the internet. There are times when Joe seems very lucid, but other times he definitely has mental issues.
So, while I am NOT an expert anything, am mediocre at best lol, I do think anything is possible with the man.
But too many other things point to dementia. So, in other words, I’m not being helpful at all. :/
