I used to work at a consulting firm, and we had a standing joke that senior managers got shock treatments and partners got lobotomies because invariably upon reaching those levels, perfectly fine consultants would forget how to do anything useful. I rather imagine the military is similar.

Maybe become careerists that are risk averse and as a result make poor performers. Contending with an insurrection vs the US isn't the place for those who don't/can't put mission first, or take lightly their fidelity to the Constitution.
