The TIP project is deep state. Note the leaders:

The Transition Integrity Project was initially organized in late 2019[4] by Rosa Brooks, a law professor at Georgetown and former Pentagon senior official, and Nils Gilman, a former vice chancellor of the University of California, Berkeley and historian at the Berggruen Institute. Other participants in the Transition Integrity Project's exercises include:[3][5][6]

Pull quote from the Wiki:

Criticism

Critics have argued that while the TIP described itself as bipartisan, it only included Democrats and "Never Trump" Republicans, who are considered by Trump supporters as not "real" Republicans. Far right wing media outlets and conspiracy theorists such as Michael Anton claimed, without evidence, that the TIP report was actually a call for riots in the event of a Biden loss. Right-wing ideologues read the August 2020 TIP report as proof that the left-wing is planning a coup. According to analysis by ADL (Anti-Defamation League), extremists posts on Facebook about a coup are inciting anger and violence.
