Okay, I'll go out on a limb with a preliminary interp of this drop.

After [RR] twats that the derp governors are 'protected' by the DOJ, Q asks him if he 'trusts his sources' within the DOJ who are telling him this.

Q asks [RR] (and us) if the governors will be able to get away with election rigging, like [RR] seems to be saying about his DOJ protected Governors.

Q then reminds [RR] that [they] have dirt on him. We can assume that Q knows what that dirt is, if they 'have it all'.

Okay, that's my take and I'm sticking to it.
