It seems to me . . . rioters are taking a chance throwing a rock. If the rock hits a local policeman nothing is likely to happen to the rock tosser - same old thing.
But, it the rock hits a double-sworn officer who happens to carry federal authority, the rock tosser may be sent away for a long time.
It just got more dangerous to toss a rock. Do the punks feel lucky?
It means Clint Eastwood asking the rioters if they feel lucky. Chuck a brick at the wrong officer, get sad feels for a while.
I hear GITMO has a few vacancies.

The Molotov cocktail tossing lawyers in New York are facing 30 years or more, due to the Feds stepping in. I’ve heard that it was because the police cars torched were paid for with federal funds.
