It seems to me to be image stabilization. I have a number of smartphone
camera apps that will act just like that while hand held, and a 4K Sony
Handycam that also “swims” in very much the same way.
Look at the things that are not swaying, that should on AF1, like on the flags.

Right you are; when they posted that link I watched it, and looked at the tassels and they weren’t moving.
The battle ribbons on the flags aren’t moving either.
