There was an ‘invite’ put out by the White House (not sure where exactly) but it says ‘gates open at 11:30 a.m.’. Doesn’t reference when President Trump will be speaking.
Since President Trump will also be at a rally in Florida on Saturday, I’m guessing earlier rather than later.
