I was thinking - the brackets around “in a quiver” are either to give us a clue to Pelosy’s statement,
OR, it means the whole she-bang of dirty tricks in the quiver is ‘dead’.

I think Q is warning her that her arrow is minuscule compared to the stuff Qteam will bring to the fight.
