Go through frame by frame. When there are close ups of Biden his lips and face look out of sync.

Weird Looking Faces. In a lot of Deep Fakes, the faces just look weird. The features don’t line up perfectly and everything just appears a bit waxy like in the image below. If everything else looks normal, but the face appears weird, it’s probably a Deep Fake.

There are several obvious edits. Each time the camera angle changes is an indication that Biden couldn’t get past that point in the script without an error. Just piece together numerous cuts and you have a coherent message.

Looks like they did about 100 takes and then cut and spliced whenever he happened to enunciate 5 words in a row without a significant slur or 'you know, the thing.'

It's also heavily equalized and sound-edited to grab frequencies that emphasize clarity while suppressing the slurry sounds.

So not fake but ... edited and massaged as hell.
