I don’t think Candace wants to be in the administration she like freelancing AND her new hubby lives and works in the UK!! Candace works very hard for us outside of the administration I truly appreciate her!!
Juvenile is a relative term. In some societies 13 years old is old enough to be responsible.

Not sure about that. There have been some awful young killers.
The youngest I think was two. Trying to prove that a two year old knew they were actually killing someone and what it meant is difficult.
After about age seven or eight I would say you were mostly right. Age thirteen totally right.

They are not adults. They should not be charged with anything because they don’t understand what they are doing and cannot decide things for themselves.
They are children.
