You’re right. Even with Trump “cheerleading” people went out of their way to buy toilet paper, hand sanitizers, and N95 masks. Trump even admitted that he was “cheerleading” long before Bob Woodward gave copies of his recordings to CNN.
There are somethings that Trump shouldn’t have done: don’t do an interview with Bob Woodward where he records the interview. Bob Woodward isn’t friendly to Republican presidents.
That is because half the country does not believe him.
