Hate to say this, but that could be because you were never taught the proper way to use them.

On the outside, if they fall out they're gone (and so may you be...)

On the inside, they (and you) may be recovered...

No, the only way to put them in was from the outside.

Last boat had a brass plug, only way it goes on/off was from outside.

Two previous boats had the plug like you show on 311, only way they go on is from outside.

Would not make sense to design it to put on from inside. That would reqiure removing the motor cover and would be diddicult to reach in and install.

Perhaps you own a boat that one can install the plug from the outside but the boats I've owned are not designed that way...
