One could argue that the Feds should never send taxpayer $ to help any state recover from natural disasters like hurricanes, but it's been standard procedure for decades.

A state Governor has always been able to declare a State of Emergency in his state, and request aid (money, personnel, & supplies) from the Feds, which is usually granted.

The state Governors who refused to stop the anarchist mob riots in Minneapolis, Portland, Seattle, & Kenosha are directly responsible for the deaths, carnage, looting, infernos, & multi-million $ devastation. The Feds should not bail them out. President Trump rightly denied such a plea from Minnesota.
