“where the President announced $41 million in grant awards to the state of Wisconsin and local jurisdictions within the state”

I don’t see any direct mention of the police in that. The money will be given to politicians who are then supposed to pass it on to to whatever. But once they have the money then it will go wherever they want to send it. And it does not good to fund the police if their hands are tied behind their backs.

Want to solve these problems. Untie the hands of the police against rioters. Let them fight fire with fire.

The Trump administration is funding things the Wisconsin corrupt officials don’t want, like hiring and training of law enforcement officers. It’s the governors who are tying the hands of police.
