I'm gonna assume that anybody in the FBI that accesses certain sensitive files, has to log it.
Follow the logs?
Maybe those logs would tell us who on the 7th floor 'disappeared' the file.

you just need to know who was on the 7th floor. You don’t need no stinkn logs.
Oddly, “7th floor” can refer to several different entities ... FBI HQ, CIA Director’s suite, and a Deep State Department group.
