Voter turn-out in local politics is normally low. With an active get out to vote campaign targeting conservatives I believe local races can be won and rather easily.

This is a story I heard, many years ago, about Trade Unions (labor unions) in Britain.

A Trade Union would hold a meeting. It would go on for hours. Eventually, members would start leaving - they had homes and families to go to. But the communist members were dedicated and remained. Then, late at night, the remaining members would hold a vote, the communists would now be in the majority, so their vote carried the day.

I can’t vouch for the accuracy of that story, but it is certainly plausible.
